Yes, There is a Possibility of Scott and Serena Returning

Head writer Bob Guza says that there is a "50/50" chance that Scott Baldwin and his daughter Serena may return to Port Charles.
The character of Scott Baldwin first appeared as a child on General Hospital in 1965, played by Johnny Whitaker (most well known for the TV series Family Affair). After several other actors played Scott at various ages, Kin Shriner took over the role in 1977. For many, he's the only Scott they've ever known, and he's never been far away from GH. The last time he was seen in Port Charles was in November of 2008.
The writers are obviously considering a storyline with Scott and Serena. Hope they decide to go for it.
